This is a duplicated reprint of CLR James’ book State Capitalism And World Revolution. Originally published in 1950, this version reproduces the preface to a 1956 edition signed by:

It is interesting to note that this edition was prepared by the Facing Reality Publishing Committee, 20, Staverton Road, NW2 (London). Might that have been James’ address?
Facing Reality was the James group between 1962 and 1970, mainly active in the US. The Facing Reality printed version of this book (the 3rd edition) came out in 1969 so at a guess this version was probably circulated in 1968.
